ITANAGAR, June 16: Hailing the Arunachal Pradesh District Based Entrepreneurs and Professionals [Incentive, Development and Promotional] Act 2015 as one of the historic legislation, the Lower Dibang Valley District Registered Contractors Association (LDVDRCA) has called upon the state government to implement the Act in letter and spirit.
The Act will provide equal opportunity to every contractor of all districts and will ensure economic development in every nook and corner of the state, it said requesting the various unions who are opposed to the Act.
It further urged all the elected leaders of the state to ensure strict implementation of the Act and early framing of rules.

NAMSAI, June 16: All Namsai Area Youth Association (ANAYA) and All Arunachal Contractors Welfare Association District Unit, Namsai (AACWADU) in a joint press statement welcomed the notification issued by the state government with regards to implementation of the Arunachal District Based Entrepreneurs and Professional (Incentives, Development and Promotional) Act’2015 in the district.
The Association stated that such steps by the government will enable the local contractors and entrepreneurs to contribute in the developmental activities of the area. They also urged the local administration and different departments of Namsai district not to award any tender work or any work order to any firm or contractors who do not belong to Namsai district, and adhere to the said Act accordingly.
“The Act will provide ample opportunity to the genuine and deserving unemployed youths to take part in developmental process in their own district with more transparency and accountability,” opined Wancho Contractors Association. It supported the move of Adi Bane Kebang and MP Ninong Ering against the demand made by some association to cancel the Act.

The union, in a memorandum submitted to the ADC sternly opposed entry of any railway into their land, saying that it would create impact on demography of the area.
It may be recalled that NF Railway had started survey work for the new BG railway in September, 2011. The primary works had retarded due to stiff opposition from the affected farmers in the district. CM assures help, PS Tayeng takes stock of flood hit Paglam

ITANAGAR, June 16: Chief Minister Nabam Tuki has assured placement of sufficient funds and all possible help for the flood situation at Paglam and Dambuk. This was disclosed to the Parliamentary Secretary WRD Gum Tayeng, when she took up the matter on Sunday here at Itanagar.
The CM further assured immediate resumption of helicopter service to Dambuk. Reportedly, the chopper service to the area was discontinued at Dambuk due to obstruction at the landing ground.
Earlier today, Parliamentary Secretary for Water Resource Department (WRD) cum Dambuk MLA, Gum Tayeng visited the flood ravaged Paglam to take stock of the groud situation. Paglam is one of the worst flood hit area in the entire state and has been feeling the brunt of nature’s fury since monsoon began. The Parliamentary Secretary along with ADC Dambuk Atul Tayeng accompanied by Assistant Engineer WRD, PWD, CO Paglam, ZPMs Paglam and Bizari and others visited Loglung village. Tayeng also visited Dotung River which is one of the causes for flood in the area. To mitigate the flood damages in Paglam, the MLA has placed Rs. 10 lakhs with WRD for immediate restoration works. She also visited the Government Higher Secondary School Paglam and the Police Out Post which have been damaged by the flood.
The MLA further instructed that classes be shifted to safer location so that studies
are not hampered. She further directed the ADC to place country boats at Loglung,

Perhaps too many stakes are involved in speaking out. So the revelation by Dr Nani Bath, a highly regarded academic in the state about the dismal conditions of the private universities in the state have thrown open many questions. The factual details provided by Dr Bath are compelling and therefore must be addressed and dealt with by the competent authorities.

These are just two of the many instances where the legislators have overlooked expert advice.

Only those who belong to the crème de la crème of the society can think of getting into course and the institution they wish for. One would have wished that these Universities share the burden of Higher Education in the state instead of becoming problems themselves. Press clarifications or denials of allegations are not going to set these universities right or improve the facilities. One must not ruin the lives of thousands of young lives in pursuit of monetary gains leading to irreparable commercialisation of education in Arunachal.

APYC, APCSD says will defy BJP bandh

Terming the bandh call meaningless and unnecessary, the APCSD in a release said that bandh will harass the common people and create adverse effects on business community and Govt functioning.
Referring to the demands of JAC, the Seva Dal further said that the Govt is running smoothly under the leadership of Chief Minister Nabam Tuki for the welfare of people and hence there is no question of imposition of President rule in the state under Article 360 and implementation of financial emergency under article 371(h) and no question of CM’s resignation on moral ground. It further appealed to the BJP to refrain from bandh call which causes hindrance to state’s progress, rather try to join hand with Govt for the welfare and development of the state.
Cabinet for timely release of state share against CSS schemes in education and health sectors
ITANAGAR, June 16: State cabinet headed by Chief Minister Nabam Tuki in its sitting today decided for timely release of state share against centrally sponsored social (CSS) schemes in education, health and social welfare sectors.
As per the GOI guidelines numbers of employees are engaged under the flagship programmes especially in the critical sectors like Health and Education. However because of delay in the release of central share and thereafter state share, these flagship schemes suffer and desired output is not achieved.
Appreciating this problem, the Cabinet after a detailed deliberations decided that the state share of critical social sector schemes such as Sarva Shiksha Abhiyaan, National Health Mission and ICDS etc. must be allocated in the beginning of the financial year and released in two Installments (1st Installment in August and 2nd Installment in December).
The release of salaries must be only on receipt of the attendance details.
It was also discussed that with this step, the departments are directed to ensure that the purpose of these flagship schemes are achieved in letter and spirit, informed Government Spokesperson Bamang Felix in a release.

ITANAGAR, Jun 16: The public and Panchayat leaders of Diyun under Changlang district expressed disappointment over failure of the district authority to remove the illegal construction by an individual in Government land within Diyun Forest Range.
In a reminder to the Changlang Deputy Commissioner, they demanded immediate removal of the personal building constructed by one Lalrinsang Ralte, a native of Mizoram, at Diyun Forest Range.
“The District Land Revenue and Settlement Officer of Changlang after receiving a complaint of encroachment of government land by the individual and its verification had instructed the Extra Assistant Commissioner, Diyun for removal of the construction within a month. Hundred days have passed since the EAC had asked to remove the illegal building; and no action has been initiated in this regard,” said the reminder to the DC.
They also demanded an inquiry into the alleged allotment of work order to the individual from Mizoram and two other government employees (police) allegedly by the RFO of Diyun without going through the records and proper verification of the allottees. The general public and Panchayat leaders have also expressed disappointment over the Diyun EAC’s reported executive order issued U/S 188 IPC for shutting down all markets, including medical stores/pharmacies, under Diyun, Innao and Manabhum for 10 hours to observe dry day and ensure mass participation in the inaugural function of a programme of the Govt. PASIGHAT, June 16: A delegation of Adi Students Union (AdiSU) today visited the North Eastern Institute of Folk Medicines (NEIFM) Pasighat construction site and has voiced resentment over the slow progress of the construction work which is almost three years behind the scheduled completion time.
Expressing concern over the delayed project, AdiSU president Mida Pertin stated that it has deprived the common public of its service. The AdiSU has criticised the Contractor, M/S Tama Fabrication works, the HLL Life Care Limited, the consultant for the project and former Director of North Eastern Institute of Ayurveda & Homoeopathy (NEIAH), Otem Dai for the delay of the works.
Calling for thorough enquiry to unearth the reasons for the tardy construction, the AdiSU also stated of taking up the matter with the concern ministry for immediate functioning of the institute.
Pasighat being a plain area has a favourable working atmosphere unlike in other places of Arunachal, added AdiSU.
The construction of North Eastern Institute of Folk Medicines (NEIFM), an institute of national importance at Pasighat, under the ministry of Health, Department of AYUSH Government of India has been delayed since Sept 2012.
Approved by the GoI at a cost of Rs. 20 Crores, the construction work was bagged by M/S Tama Fabrication Works with its head office at Naharlagun. The construction work commenced from Oct 2010, and was supposed to be completed by Sept 2012, as per the norms. However, after the lapse of almost three years behind the scheduled time, there is no certainty of its completion and the project is still lingering and has an uncertain future for the reasons best known to the AYUSH authorities and the construction firm.
The high profile visit of Secretary Health, Govt. of India along with M.P Ninong Ering and other prominent dignitaries of the state a year ago and the assurances for better services has also yielded no results.

It is common scene in Capital and adjoining areas that private development is in motion while public development is slow. Construction of huge building without proper planning is a huge risk as manmade disaster can claim hundreds of lives. These days’ people are busy in earning money as much as and as soon as possible. Recent earthquake of Nepal set a precise example of how natural calamity can kill. Geographically, Arunachal Pradesh is in high seismic zone. It seems that people didn’t learn lesson from Nepal’s horrible tragedy.
Manmade disaster can occur any time.

Connect the circles by bus
Dear Editor,
Through the column of your esteemed daily, we would like to draw the attention of Transport department and district administration towards the problem being faced by the residents of Geku and Katan circles in terms of transport service. We appeal to the department of APSTS to provide a mini Bus to connect Yingkiong with Katan circle via Komkar village, Geku circle and Sumsing village.
The above mentioned two circles have a population of approximately 21,000. The people of two circles are facing immense problem in official work as well as medical owing to lack of transport facility. The distance between District Headquarter Yingkiong to Katan circle is exactly 83 km but till date there is no Government transport facility between Yingkong to Katan circle.
